The main reasoning behind this act was that minors were gambling and in their opinion that could lead to problem gambling further down the line for those people. All of these types of gambling are fully taxed by the government and they didn’t want to lose that money.

While it was good at that time, the gambling software that was used back then was very primitive by today’s standards.
